An ‘exceptional leader in modern healthcare’ has been made an honorary doctor during a graduation ceremony at Edinburgh Napier University.

Dr Paul Perry has been recognised by the University for a career encompassing the NHS, government advisory roles and international healthcare innovation.

A practicing GP, Dr Perry has built a strong track record in medical leadership – and is currently Clinical Director for Digital Primary Care and Transformation at NHS Tayside, as well as the Executive Medical Director at health tech company CLEO Systems.A man in graduation robes holds a degree scroll

His achievements have included the implementation of electronic patient records, advanced prescribing systems and partnerships with organisations such as NHS Scotland and global technology partners. Dr Perry has also worked as the Associate Medical Director at NHS 24 in Scotland.

Reacting to his honorary doctorate, Dr Perry said: “I am deeply honoured to receive this recognition from Edinburgh Napier University.

“Throughout my career in clinical leadership and digital health, my focus has been on improving patient care through innovation, safety, and system transformation.

“This award means a great deal to me, not only as a personal milestone, but as recognition of the teams and colleagues I’ve had the privilege to work alongside in delivering meaningful change across healthcare.”

Dr Perry was officially made a Doctor of the University during a graduation ceremony for ENU students at Edinburgh’s Usher Hall.

Presenting the honorary degree, Professor Eoin Plant-O'Toole from the University’s Centre for Business Innovations and Sustainable Solutions said: “Paul Perry is an exceptional leader in modern healthcare, a man whose work has transformed systems, improved patient safety, and helped shape the future of digital healthcare, across the United Kingdom and beyond. 

“His career is not only impressive, but it is deeply impactful. 

“What truly sets Paul apart is his ability to turn vision into real-world impact. He has delivered multi-million-pound programmes, driving innovation that not only improves services, but also reduces clinical errors and protects patients.  

“And yet, what defines Paul most clearly is not only what he has achieved, but how he has achieved it. He leads with integrity. He builds with purpose. And he never loses sight of the people behind the systems.”

Edinburgh Napier University’s summer graduation ceremonies are being held at the Usher Hall between 8-10 July 2026.
