Evaluation of the pilot of an outcomes framework used in child protection cases in Falkirk council. Final Report
  Moving towards a better understanding of outcomes is key to the development of legislation, policy and practice in Scotland. The evidence for the need for agreed plans to benefit children, which focus on protecting children and identifying achievable outcomes is clear (Barlow and Scott, 2010; Farmer and Lutman, 2010).

Research evidence indicates that lack of clarity at Child Protection Case Conferences can create confusion for professionals and families in relation to identifying the outcomes to be achieved in meeting the Child’s Plan. It is important that families have a clear understanding of the detailed actions that are required of them and how professionals will support them to achieve this (Horwath, 2013).
